NDIS & community care / Practical operating guide
Make support continuity and delivery exceptions visible
Unfilled shifts and documentation gaps create stress for participants, coordinators and payroll at the same time.

Owner-led operating work
Six implementation steps. Four defined measures. A checklist you can use in your next leadership review.
Management guidance, not a claim of sector credentials or client results. Set baselines from your own data.
Implementation sequence
Give each decision an owner.
01 / Service director
Map participant-agreed supports, authorized service arrangements and required worker competencies. Keep safeguarding and participant choice distinct from commercial priorities.
02 / Roster coordinator
Plan coverage with availability, travel, continuity and skill requirements visible. Document authorized substitutions rather than filling shifts with any available person.
03 / Team leader
Confirm completed supports and missing visits promptly using restricted-access records. Escalate incidents through the applicable safeguarding process, not the ordinary KPI meeting.
04 / Quality lead
Audit records needed for agreed service evidence and claim accuracy. Verify current rules and consent requirements with qualified compliance owners.
05 / Finance lead
Reconcile delivered authorized support, payroll and claims. Separate rejected claims, missing documentation and payment delays so each has an accountable owner.
06 / Director and coordinators
Review unfilled shifts, continuity exceptions and documentation blockers weekly. Ask participant-facing teams for context before changing roster rules.
Immediate working checklist
Bring this to the next review.
For each action record: baseline / target / data source / accountable owner / due date. Keep patient, participant, candidate and customer records in your authorized systems, not this page.
